Introduction

The importance of the plan
This strategic plan is created by and for employers with an interest in IT skills. It is also written for those who wish to help industry succeed in the 21st century – the Government, the educators and others who recognise that the increasing shortage of IT skills is a primary threat to UK economic development.

It provides a vehicle for uniting interested parties around a common set of priorities. The objective is focused, decisive action to deliver maximum benefit to the economy. The strategic framework herein caters for national, regional and local interests, based on the needs of the primary stakeholders and beneficiaries.

It is hoped that this document will inspire the reader to take action. Attacking common priorities, and working together, employers, Government and educators can place the UK at the forefront of international business in the Information Age.

This strategy will continually evolve over time, reflecting the needs of an industry in dramatic growth and change. Input on this strategy will be received extremely gratefully from all interested parties, and in particular from the employers the NTO seeks to represent.

The e-skills NTO
The e-skills NTO is formally recognised by the Secretary of State for Education and Employment as "The National Training Organisation for the Information Age", with responsibility for the IT industry and IT skills. It addresses the skills issues driven by business exploitation of technology, ranging from basic IT user skills through to leading edge internet development.

With 32 staff, and a turnover of around £5 million p.a., the NTO delivers a portfolio of projects to address industry skills issues. Particular progress has been made with programmes to encourage more graduates into the IT industry, transformation of the infrastructure and capability of Colleges of Further Education, linkage of vendor qualifications to national standards, and undertaking definitive primary research on IT skills status and futures.

Building on these foundations, the e-skills NTO will lead the implementation of this Strategic Plan over the coming three years, working in partnership with employers and the government. Progress and evolution of the plan will be managed by twice yearly Board assessment, and progress assessed in an Annual Report. The NTO is an employer-led, not-for-profit company.
